West Midlands Police Misconduct Hearing

Conduct that gave rise to breaches:    Gross Misconduct
WMP officers attended an address following a report of an assault on two females. During arrest the alleged offender spat at officers and having not been issued with “spit hoods”, officers placed a pillowcase over his head at the scene and escorted him from the premises to a waiting police van.  The pillowcase was not removed until arrival at the custody unit.

It is alleged that PC Jones and PC Stewart failed to adequately risk assess the continuing need for the use of the pillowcase.

Conditions placed by Chair
In accordance with the Police (Conduct) Amendment Regulations 2015 the Legally Qualified Chair appointed from a list maintained by the Police and Crime Commissioner.  This appointment is independent of West Midlands Police.  
In accordance with the regulations the outcome will also be published.
