Traffic Offence Report (TPO10) or TOR

Officers may issue a traffic offence report or TOR instead of a fixed penalty ticket as they allow them to offer driver education courses.

There are two types of ticket:-

  • Non-Endorsable ticket – value can range from between £30 to £100 and no points on licence.
  • Endorsable ticket – value can range from between £100 - £300 and can result in between three and six penalty points on your licence. Some endorsable offences may be eligible for an educational course, however certain criteria needs to be met including not having attended the same course within a three year period.

If the course is for a speeding offence you must fall within the speed criteria set by the individual force. We do not advertise the criteria set out by the Chief Constable, but we do adhere to guidelines set out by the Association of Chief Police Officers.

Fixed Penalty Notices or Traffic Offence Reports can be issued for a wide range of traffic offences, including driving without due care and attention, using a mobile phone whilst driving, obstruction, vehicle defects and no insurance.
