Born in London, John Kilbey was awarded an honours degree in Law from the University of Hull in 1973 and was admitted as a solicitor in May 1976 after training with Leeds City Council.
He was employed as a solicitor with Birmingham City Council and West Midlands County Council between 1976 and 1986 and was then appointed Deputy Solicitor to West Midlands Police Authority.
He became Force Solicitor for West Midlands Police in 1994. This involves acting as legal advisor to the Chief Constable and taking responsibility for all legal services to the force and for the Contracts and Procurement Unit.
John was Chairman of the Association of Police Lawyers from its inception in 1996 until 2000.
He has been married for 26 years and has two children. His spare time interests include military history and driving his sports car.
